Construction Engineer / Project Engineer Overseas - Micronesia

Overview The Construction Engineer supports U.S. Army Corps of Engineers (USACE) construction projects across Micronesia, serving as the Government’s on-site technical representative responsible for quality, safety, schedule, and contract compliance. Key Responsibilities •Provide construction and project engineering support •Review drawings, specifications, and submittals •Monitor contractor performance and safety compliance •Participate in inspections, meetings, and reporting •Support contract modifications and change management Qualifications •Bachelor’s degree in Civil Engineering or related field •5–10 years of construction or project engineering experience •U.S. federal construction experience preferred •Ability to work in remote, overseas environments Compensation •Base Salary Equivalent: $100,000 – $140,000 USD (experience dependent) •Additional benefits may include overseas or hardship differential, housing or housing allowance, per diem/COLA, and travel or rotation benefits (project dependent). Construction Superintendent
Overseas - Micronesia

Role Overview: Site-based senior construction leadership role supporting the U.S. Army Corps of Engineers (USACE). This is a site-based construction superintendent role focused on field execution, trade coordination, safety, quality, and schedule delivery within a secure overseas aviation and industrial construction environment. Role Summary: The Construction Superintendent serves as the contractor’s senior on-site construction authority responsible for daily field execution during construction. The role focuses on supervising subcontractors and field crews, enforcing sequencing and work planning, coordinating across multiple trades, and ensuring compliance with contract documents, safety requirements, and schedule milestones, particularly on military aviation and hangar-type facilities. Key Responsibilities: • Direct and manage all on-site construction activities during execution • Supervise subcontractors and field crews to ensure work is performed in accordance with approved plans, specifications, and schedules Oversee construction and coordination of: • Civil, structural, and architectural scopes • Mechanical, electrical, and fire protection systems • Aviation-related and hangar-specific systems • Enforce sequencing, work planning, and coordination across multiple trades in an active overseas environment • Coordinate daily with the USACE Resident Engineer, Quality Control staff, safety personnel, subcontractors, and the project management team • Participate in daily production meetings, weekly coordination meetings, and progress reviews • Monitor schedule performance, labor productivity, equipment utilization, and material deliveries • Support inspections, testing, acceptance activities, and punch list resolution • Ensure compliance with contract documents, USACE requirements, EM 385-1-1, and applicable Unified Facilities Criteria (UFC) Required Qualifications: • Experience: Minimum 10+ years of construction field leadership experience, including service as a Superintendent on large-scale facilities projects • Prior international or overseas construction experience, preferably in secure or austere environments • Ability to work effectively in an overseas, secure construction environment • Strong coordination, leadership, and field communication skills in English Preferred / Desired Qualifications: • Demonstrated experience on U.S. Government construction projects, preferably military or secure facilities • Demonstrated experience with one or more of the following project types or agencies: • USACE vertical or aviation-related projects • NAVFAC, AFCEC, or Overseas Buildings Operations (OBO) projects • Military aviation, hangar, or mission-critical facilities • Strong working knowledge of EM 385-1-1 safety requirements and USACE construction processes Compensation & Benefits: • Base salary: USD $95,000–$110,000 annually • Housing: Provided • Food: Stipend provided We look forward to reviewing your application. Electrical Quality Control Inspector
Overseas - Micronesia

Role Overview This is a site-based Electrical Quality Control (QC) Inspector role supporting U.S. Army Corps of Engineers (USACE) construction projects. The position ensures all electrical systems are installed, tested, and documented in full compliance with contract requirements, Unified Facilities Criteria (UFC), the National Electrical Code (NEC), and the approved Contractor Quality Control (CQC) Plan. The role works as part of the contractor’s quality team and interfaces regularly with Government representatives. Mechanical Engineer
Overseas - Middle East

Role Overview: Site-based senior mechanical engineering role supporting a mission-critical helicopter maintenance facility for the U.S. Army Corps of Engineers (USACE). This is a site-based mechanical engineering role focused on construction execution, coordination, and quality delivery of complex mechanical systems in an aviation and industrial environment. Role Summary: The Mechanical Site Engineer serves as the contractor’s on-site technical lead for mechanical and plumbing systems during construction. The role focuses on installation quality, trade coordination, testing and commissioning support, and interface management with QC and other disciplines, particularly in rotary-wing maintenance hangars with high-consequence systems. Key Responsibilities: • Provide on-site mechanical engineering support during construction • Review and interpret mechanical drawings, specifications, submittals, and RFIs Oversee installation and coordination of: • Aviation fuel systems and associated piping • Industrial and specialty gases • HVAC and ventilation systems • Mechanical interfaces with fire protection systems • Coordinate daily with CQC staff, safety personnel, USACE representatives, subcontractors, and vendors • Participate in coordination meetings, inspections, and progress reviews • Support testing, commissioning, system turnover, and closeout activities • Ensure compliance with contract documents, USACE EMs and UFCs, and applicable host-nation requirements Required Qualifications: • Education: BS in Mechanical Engineering (or closely related engineering discipline). • Experience: 7+ years total with 3+ years on-site delivering complex mechanical scopes (industrial / aviation / mission facilities preferred). • Must have on-site construction experience, particularly working with gases and/or fuels. • Ability to work effectively in an overseas, secure construction environment. • Strong coordination and field communication skills in English Demonstrated experience with at least two of the following in vertical/industrial facilities: • Large-scale HVAC systems and controls • Domestic water / hot water systems • Floor trench drain systems / oil-water separation concepts • Special hazards fire protection interfaces (supporting foam systems, pump rooms, water storage coordination) Preferred / Desired Qualifications: • PE license (U.S.) or ability to work effectively with the project DOR/commissioning authority. • Prior hangar/aviation maintenance facility experience (fire protection-driven coordination, drainage, classified spaces, large bay ventilation). • Experience with US Government projects Compensation & Benefits: • Salary range: USD $95,000–$110,000 annually (based on experience) • Housing: Provided • Food: Stipend provided • Additional uplifts We look forward to reviewing your application. Construction Quality Control Manager Overseas - Middle East

Role Overview: Site-based senior quality control leadership role supporting a mission-critical helicopter maintenance facility for the U.S. Army Corps of Engineers (USACE). This is a site-based quality control role focused on implementing and managing the Contractor Quality Control (CQC) Program to ensure compliant construction execution, inspection, documentation, and quality delivery across complex aviation and industrial systems. Role Summary: The Construction Quality Control (QC) Manager serves as the contractor’s designated CQC System Manager, responsible for planning, implementing, and documenting the full CQC program to ensure all work conforms to contract requirements. The role acts as the primary quality interface with USACE and project stakeholders, overseeing inspections, documentation, and compliance with USACE standards and safety requirements throughout construction and closeout. Key Responsibilities: • Develop, implement, and maintain the Contractor Quality Control (CQC) Plan in accordance with USACE requirements • Serve as the on-site Quality Control authority, with responsibility to stop work that does not meet contract requirements • Conduct and document Preparatory, Initial, and Follow-Up inspections for all definable features of work • Coordinate daily with USACE representatives, QA staff, and project personnel • Lead weekly QC meetings, prepare meeting minutes, and distribute to relevant stakeholders • Review, track, and manage submittals, RFIs, and material approvals • Ensure construction activities comply with approved drawings, specifications, safety plans, and environmental requirements • Maintain quality documentation including: • Daily QC reports • Inspection and testing records • Non-conformance reports (NCRs) and corrective actions • Coordinate and verify testing and inspections with third-party laboratories • Support project closeout activities including punch lists, as-built documentation, and final acceptance • Ensure compliance with safety coordination requirements embedded in the CQC program, including familiarity with EM 385-1-1 Required Qualifications: • Experience: Minimum 10 years of construction quality control experience on large-scale facilities or infrastructure projects • Certification: Completed USACE Construction Quality Management (CQM) for Contractors course, or ability to obtain certification within 90 days of award • Demonstrated experience on USACE, NAVFAC, AFCEC, or other U.S. military construction projects • Thorough working knowledge of: • USACE CQC System • EM 385-1-1 Safety and Health Requirements • Federal construction QA/QC standards and best practices • Strong written and verbal communication skills in English Preferred / Desired Qualifications • Prior overseas or Middle East military construction experience • Aviation, hangar, or industrial mission facility quality control experience • Demonstrated experience coordinating MEP-heavy scopes, including special hazards fire protection systems, pump rooms, trench drainage, fuel and spill control systems, and hazardous or classified spaces Compensation & Benefits • Salary range: USD $95,000–$125,000 annually (base, dependent on experience) • Housing: Provided • Food: Stipend provided • Additional uplifts We look forward to reviewing your application.
